Whose idea was it to rename Division I-AA college football as the "Football Championship Subdivision?"

Maybe they're looking to soccer in England. The top division used to be division 1. The 2nd division, division 2. Once you got past the 4th or 5th they called it conference or something like that. By that point those players were more or less semi-pro. Over the years they've come up with new names. For example, the 3rd division is now "League One". Craziness.
